This pitbull refused to leave the shelter without his chihuahua friend

Unfortunately, there was a problem. The man just did not have the time or space to take two dogs into his home. Unfortunately, he left without taking Merrill and Taco with him, and the shelter volunteers had to come up with a new strategy.
